  • FAQ-138:
    When do you anticipate the ACE Round 5 solicitation will begin?

    We would expect to post the final calendar for Round 5 after the Board has rendered a decision on Round 4, which is expected to be in early August. In the meantime a tentative schedule is posted on the Documents page of the web site.

  • FAQ-134:
    Are the EDCs planning to offer funding for solar projects next year?

    The current SREC-Based Financing Program ("Program") is expected to conclude in the third quarter of 2011. For more information, please see the final Stipulations available at the bottom of the Documents page of the web site.

    Please note that we are the Solicitation Manager for this Program only. The EDCs may or may not have other initiatives that could be relevant to your inquiry.

  • FAQ-131:
    Why is there not a single solar Program across all EDCs in New Jersey? 

    Each EDC proposed to the Board its own solar program, which the Board subsequently approved.  PSE&G, through its program, provides a loan to residential customers that qualify and the customer then repays using the SRECs that the system generates.  JCP&L, through its program, pays residential customers that install a solar system and that receive an award a fixed price for the SRECs that the system generates.

    The next solicitation is scheduled for September 2010, with the Expression of Interest due on September 13, 2010, and bids due on September 17, 2010.  A tentative schedule is posted on the Documents page of our Web site.

  • FAQ-126:
    Am I precluded from participating in the SREC-Based Financing Program if I have been awarded a loan by the New Jersey Economic Development Authority? Will the contract that I would sign if I receive an award under the SREC-Based Financing Program automatically assign 50% of the revenue from the SRECs to the New Jersey Economic Development Authority for repayment of the load?

    The SREC-Based Financing Program does not prohibit the participation of projects that have been awarded a loan by the New Jersey Economic Development Authority ("NJ EDA") under one of its Clean Energy Solutions programs.  It is the responsibility of the bidder to determine whether any rules of the applicable program administered by the NJ EDA would itself preclude or prohibit participation in the SREC-Based Financing Program. It is also the responsibility of the owner of the project to put in place any needed mechanism or agreement outside of the SREC-Based Financing Program to transfer or assign a portion of the revenues from the SRECs to the NJ EDA to repay the loan.  The owner of a project that receives an award under the SREC-Based Financing Program is required to sign the SREC Purchase and Sale Agreement ("SREC PSA") without modification.  A bidder in the SREC-Based Financing Program is required to accept the terms of the SREC PSA as a condition of having its bid considered.  The SREC PSA does not have provisions for the express purpose of the transfer of a portion of the revenue from the SRECs and the SREC PSA cannot be modified or amended in any way (and in particular to effectuate such an assignment or transfer).

  • FAQ-123:
    Is there a program designed specifically for municipalities?  Does the SREC-Based Financing Program allow municipalities that wish to install solar systems on various municipal buildings to participate?

    We are not aware of a solar program designed specifically for municipalities.  As Solicitation Manager for the SREC-Based Financing Program ("Program") for ACE, JCP&L, and RECO, we note that the owner of the projects proposed under this Program may be a customer or a developer, the owner of the premises or a renter, a private or public company, a for-profit or a non-profit organization.  The Program does not preclude municipalities from proposing solar projects that would be installed on various municipal buildings.

    What are the capacity targets for the June 2010 solicitation and September 2010 solicitation?

    The Board, in its Order of April 28, 2010 approving the results of the third solicitation, mandated that the quantities procured in the June and September solicitations of 2010 will be the following.

  • FAQ-121:
    The sample Bid Form references our acceptance of the RFP terms. Does the “RFP” refer to the RFP Rules or to some other, separate, document?

    Please see Paragraph 1.5.1 of the RFP Rules. The RFP refers to the RFP Rules and its appendices, including the SREC Purchase and Sale Agreement ("SREC PSA"). There is no separate RFP Document.
