    Where can I find the timeline for the solicitations in RPS Year 2011-2012?

    The Board has approved the following three further Bid Dates for 2011: June 10, September 2, and December 2. The Calendar on our Web site provides the key dates for the solicitation with Bids due on June 10, 2011. The Solicitation Manager has posted a calendar with tentative dates for the other two solicitations planned for 2011 on the Documents page of the Web site.

  • FAQ-190:
    Who supplies and reads the SREC meter? Does the SREC PSA guarantee payment even if the weather is cloudy and fewer SRECs than expected?

    Under the SREC Purchase and Sale Agreement ("SREC PSA"), the owner of the project ("Owner") agrees that the EDC will install, own, and maintain an EDC kilowatt-hour meter (the "SREC Meter"). The SREC meter is the only meter used for registering SRECs under the SREC PSA. The EDC is responsible for monthly meter readings from the SREC Meter. The EDC will also be responsible for uploading the monthly meter readings from the SREC meter to the PJM-EIS GATS system.

    An SREC is produced for each MWh of output of the Project. As you note, the output of the Project will be variable.The SREC PSA provides a payment for each SREC produced by the Project and does not in any way guarantee payment if the Project does not produce SRECs regardless of the reason.

    Yes, a residential system of any size can participate in the EDCs’ SREC-Based Financing Program.  (The limit of 10 kW is for the payment of the EDC Solar Financing Incentive (“ESFI”); please contact 1886-NJSMART or NJREinfo@csgrp.com for more information).

    Can an EDC enter into a contract for a Project residing in a different EDC territory under this SREC Based Financing Program?

    Each EDC will enter into contracts only with Projects in its own territory and thus purchase SRECs only from Projects in its own territory.

  • FAQ-180:
    We are awaiting receipt of the NJCEP Application Number of several projects. Given the NJCEP Application Number is what identifies the project in the Expression of Interest (“EOI”), how can we complete and submit our EOIs in a way that will let us identify the EOI for a particular project (since we do not have the NJCEP Application Numbers yet)?

    You may identify your Projects in a number of ways prior to obtaining the NJCEP numbers. You may use a cover letter to identify the Projects. Alternatively, you may identify the Project either in the filename of your Expression of Interest, or in entering the Project Name instead of the NJCEP number. Please note, however, that you must submit one (1) Expression of Interest for each Project for which you intend to present a Proposal under the Program.

  • FAQ-178:
    I have recently submitted my applications to the SRP but have not received my NJCEP Application number. When is the deadline to complete the Expression of Interest with a valid NJCEP Application Number in time for this February 2011 solicitation of the SREC Based Financing Program?

    For the Expression of Interest to be complete and compliant with the terms of the RFP, it must include your NJCEP Application Number. If you submit your Expression of Interest without a NJCEP Application Number, your Expression of Interest will be incomplete, and the Solicitation Manager will send you a deficiency notice. You will be given until 5:00 PM (eastern prevailing time) on the deadline to cure EOI deficiencies to provide the NJCEP Application Number, as well as any other missing or incomplete information. The deadline to cure EOI deficiencies is Wednesday, February 16, 2011. The Office of Clean Energy processes materials for the SREC Registration Program (“SRP”). The Office of Clean Energy considers, when processing materials, whether the application includes an ESFI notice of intent to participate (for residential projects up to 10 kW or non-profit/public projects up to 50 kW) or a cover letter (for other projects) indicating your intention to participate in the SREC-Based Financing Program. If you did not include information for the Office of Clean Energy that you intend to participate in the SREC-Based Financing Program, Please consider advising them of this fact.  They may be contacted at 1-866-NJSMART or NJREinfo@csgrp.com

    Are all bidders in the SREC based Financing Program required to complete the ESFI “Intent to Participate” form under the SRP prior to participation in your SREC Based Financing Program?

    Our understanding is that the ESFI “Intent to Participate” is a form that participants with residential projects up to 10 kW or participants with public or non-profit projects up to 50 kW should complete to indicate their intention to participate in the SREC-Based Financing Program. Other projects that intend to participate in the SREC-Based Financing Program can indicate their intention to participate with a cover letter. Please note that Expressions of Interest for the current solicitation in the SREC-Based Financing Program were due February 11, 2011 and that the Office of Clean Energy was expected to require a complete application by February 4, 2011. We are the managers for the SREC-Based Financing Program; the Office of Clean Energy administers the SREC Registration Program (“SRP”) and EDC Solar Financing Incentive (“ESFI”). For further information please contact their program managers directly:

    In your announcement dated February 4, 2011, you stated “Please note that currently only applications under the SRP are considered”. Does this mean REIPR approved customers are not eligible to participate in the SREC Based Financing Program?

    To participate in the SREC-Based Financing Program (the “Program” or the “auction”), a Project must have successfully completed the Initial Application process under the Renewable Energy Incentive Program (“REIP”) or the SREC Registration Program (“SRP”) administered by the New Jersey Clean Energy Program (“NJCEP”).   Projects approved under the REIP are eligible for the Program. The sentence “Please note that currently only applications under the SRP are considered” refers to our understanding that, starting January 2011, new applications to the NJCEP are made only under the SRP (and not the REIP). We are the Solicitation Manager for the Program; the NJCEP administers the REIP and SRP. For further information about the NJCEP Initial Application Process, including whether Projects that were approved under the REIP are eligible for the $0.50 incentive, please contact:
