  • FAQ-133:
    Two separate corporate entities are going to be the owners of our multiple projects. Do I need NJCEP Application Numbers for each company, for each project, or for each customer?

    Our understanding is that the NJCEP Application Number is associated with a Project (rather than a company or a customer). However, we are the Solicitation Managers for the SREC-Based Financing Program only and we do not process the applications under the Renewable Energy Incentive Program (“REIP”) or the SREC Registration Program (“SRP”). As such, we may not be aware of certain details of these programs. If you are unsure of any aspect of your application under the REIP or the SRP, please contact the managers of the NJCEP directly.   • FAQ-132:
    Can I build a system before we get NJCEP approval and get reimbursed for SRECs when we get approved at a later date?

  • FAQ-129:
    Am I required to have submitted the materials to obtain an NJCEP Application Number in advance of submitting my Expression of Interest?

    For the Expression of Interest to be complete and compliant with the terms of the RFP, it must include your NJCEP Application Number.  The NJCEP Application Number can be obtained either from the Renewable Energy Incentive Program (“REIP”) [www.njcleanenergy.com/renewable-energy/programs/renewable-energy-incentive-program] or from the SREC Registration Program.

    If you submit your Expression of Interest without a NJCEP Application Number, your Expression of Interest will be incomplete, and the Solicitation Manager will send you a deficiency notice. You will be given until 5:00 PM Eastern Prevailing Time (EPT) on the deadline to cure Expression of Interest deficiencies to provide the NJCEP Application Number, as well as any other missing or incomplete information. If you cannot provide the requested information by 5:00 PM on the deadline to cure EOI deficiencies, you will not be able to submit a Pricing Proposal or participate further in the current solicitation.

    When does the SREC-Based Financing Program end?

    The current SREC-Based Financing Program ("Program") is expected to conclude in the third quarter of 2011.  For more information, please see the final Stipulations available on the Documents page of the web site.

  • FAQ-124:
    My Project received an award in a previous solicitation. However, the Project did not proceed to contract. Am I able to re-submit my project during the current solicitation at a higher price?

    The Board of Public Utilities has ordered that a provision be included in the RFP Rules to specify the circumstances under which a project that receives an award in one solicitation at a given price may resubmit a Proposal in a subsequent solicitation at a higher price.  In compliance with the Order, the RFP now includes provisions specifically addressing the circumstances of a Project that wins an award in a solicitation, does not proceed to contract, and is resubmitted in a subsequent solicitation. In that case:

    • a Pricing Proposal for the same Project may be re-submitted at the same or at a lower price; and
    • a Pricing Proposal for the same Project may be re-submitted at a higher price, but only if both of the following conditions are met: (a) In the solicitation in which it first received an award, the Owner of the Project provided the cash deposit for the Project within the timeframe required; and (b) the time between the submission of a Pricing Proposal that resulted in an award and the submission of a subsequent Pricing Proposal is no less than six (6) months.

    A Project is the “same” Project as a Project that previously received an award if the Projects are in the same location and have the same NJCEP Application Number.

  • FAQ-119:
    The current suspension of the Renewable Energy Incentive Program (“REIP”) makes it impossible to provide the NJCEP Application Number required by the Expression of Interest. Is it possible to submit the Expression of Interest as well as other materials for the SREC-Based Financing Program without NJCEP Application Number?

    The Renewable Energy Incentive Program ("REIP") is not the only avenue to obtain an NJCEP Application Number.  You may also obtain an NJCEP Application Number through the SREC Registration Program ("SRP") administered by the Board of Public Utilities.  To be eligible for our Program, a project must have completed the Initial Application process under REIP or under the SRP.  Proposals for projects that do not have an NJCEP Application Number will not be considered.

  • FAQ-115:
    If we have a property that has an existing meter with a capacity over 500 kW, and if we install an additional meter and obtain a second NJCEP project number so that this results in two separate projects both under 500 kW, could these projects be eligible for the SREC-Based Financing Program?

    Under the SREC-Based Financing Program ("Program"), a given Project is tied to a given EDC meter (with a given customer account) and to a given NJCEP Initial Application number (either under the Renewable Energy Incentive Program ("REIP") or under the SREC Registration Program ("SRP")).  You may submit bids for multiple systems residing at the same location if the systems are tied to different EDC meters, have different NJCEP Initial Application numbers, and otherwise satisfy all requirements under the Program, including the requirement that Projects be "behind the meter".   • FAQ-113:
    Do you include solar thermal (e.g., hot water system. space heating and cooling ) in your program?

    No. The New Jersey Board of Public Utilities limited this program to Solar Photovoltaic Systems that generate SRECs. Solar thermal systems are not part of the Program.

  • FAQ-97:
    We have a project that exceeds 500 kW. Can we sell the SRECs associated with 500kW of our Project to our EDC under the SREC-Based Financing Program (“Program”), and sell the remaining SRECs elsewhere?

    No, that is not possible. Please see the RFP Rules on the Documents page of the web site, in particular Paragraph I.3.8. No Projects greater than 500 kW will be considered under this SREC-Based Financing Program ("Program"). Further, a portion (of 500 kW or less) of a Project that exceeds 500 kW in the aggregate will not be considered under the Program.

  • FAQ-96:
    Can a project located in one utility service territory sell its SRECs to a different utility?

    A bidder must submit a bid to contract with the Electric Distribution Company ("EDC") in whose territory the project resides. A bidder may not propose a project located in one EDC's territory and sell the SRECs to another EDC.
